I am PR of Canada. I applied for my wife under family class sponsor ship. She is now in India.

When can we apply for open work permit ?

You can't.

She does not qualify for an open work permit. Only within Canada applicants qualify for an open work permit.

TRV (tourist visa) is the only option. However she won't be able to work on a TRV.

You can always bring her in on a visitors visa(granted she gets one) and then apply inland for her PR application. This way you can also simultaneously apply for an open work permit.

The sponsor (you in this case) will apply. No funds are necessary to be declared, just a lot of paperwork and documents to put together
