Post ITA place of birth question

I am currently in US on H1B and I am filing up my post ITA application. I have come across question regarding city of birth for my US born child.

Contrary to Passport from other countries like India, the US passport lists Place of Birth as "California, USA" i.e. State and Country format.

The ITA questionnaire requires "City/Town of Birth" as per passport.

Do I specify "California, USA" as per US passport of my child or do I mention the actual place/city of birth based on Birth Certificate?

Since you will be uploading the birth certificate of your child anyway, mention the city as per passport (if they have specifically asked that) else mention it as per birth certificate.
