No they are not equal. A letter from your manager or colleague is not equal to a letter from you however you want to sign it. In fact, a letter from you bears no value to the application.

Just because your letter was accepted it's not a rule it's because your work experience was not material to the application and could've been approved otherwise.
Dude if a person is working legally at an organization and he his unable to get a reference letter after all the fight and struggle, what do you expect him to do. We can only support our application with this and with whatever backup we have

The burden of proof for eligibility lies on the applicant, there is no excuse in this regard.

totally agree with this. I also believe that there is no one size fits all rule here in this regard, we've obviously come across a lot of posts here with people claiming different things work for them but in my honest opinion, self declaration although has a history of working apparently yet, we are not aware of what happened in the actual background check and is probably the worst strategy to tackle the work experience/duties proof issue.

Totally agree with you life dreamer. I can't risk losing my current job for a reference letter. I've given other sufficient backups though

To me it sounds that you are not sure you want PR and even if you did you will only do the landing and then come back to your job.

I want the PR, however I don't have the reference letter and I have various other documents to support the claim. I don't have any other alternatives and I've done my best

the best you could do at this point is probably explain all the measures you've taken and why they failed or whatever and hope that they accept your application despite inability to produce the document in the format they expect.

regardless, you are investing into the possibility of a better future and might as well take a shot with what you can IMO. but good luck to you and I hope it works out well.

Also, try and provide as much proof as you can to show your steps taken to get the letter in the format they expect. like perhaps even an email that you sent to colleagues or HR with the time stamp, and whatever their response was or even if they didn't, you can always explain that in the LOE and say something in lines of they verbally denied but never responded to the emails. --> Just a suggestion

I have submitted a roles and responsibilities letter l, however it doesn't have my name on it, so to support the claim. I've attached an email from my HR personnel stating that they cannot provide a reference letter to an employee who is currently working in the organization.

I have also given a self attested reference letter from the notary public and provide supporting documents such as.

Appointment letter
Offer letter
16 months payslips
Roles and responsibilities letter without my name on it.
Confirmation letter after probation.
Income tax return form
Form 16
Email from HR stating letter cannot be provided.

My question is since I've already submitted my application would this be sufficient.

I mean I cant tell you if that is sufficient obviously, but from what I can see it seems like you've done your best to prove your claim. So it should be accepted hopefully.

I have done something similar as well, my HR replied to my email saying that they cannot provide an updated experience letter with job duties to former employees but will verify any details they are asked for when contacted. along with it I also sent an email to my supervisor with the official link of my job which has the job description and asked him to confirm that those were my duties which he did. So I've attached those emails along with my existing experience certificate, offer letter, payslips.

I guess as long as they can see proof of attempt to get it in the format and a denial response from HR they should understand.

Yes hopefully CIC accepts the documentation and did you get your PR?
