If that experience is required to claim CRS points or to qualify for FSW/CEC, you will need the letter. There is no workaround.

I tried requesting them..My HOD was ready but unfortunately she left..But she left after me leaving the firm is it fine if she gives the letter

Someone mentioned submitted documents from your H1B petition, which is a good idea. Others have mentioned that you could ask a letter for loan or visa purposes (suppose you need visas to travel to some European or Asian countries)? Or if you tell them that you just need a generic letter (e.g., for visa purposes) that shows my position, date of employment, and salary, it is probably less concerning to them. You could use your other documents (e.g., job duties) to complement this generic letter.

Can someone shed light on whether employees have the absolute rights to request employment verification without even needing to provide a reason?

not necessary. I couldn't provide the requisite ref letter for my current job and my application was approved. its a case on basis, also depending on type of organisation, visa officer etc.

I have letter from my head who used to work there but then left after I resigned. Is that fine?

Thanks a ton.I was worried.I hope it works

from personal experience it worked for me. if all your other documents are in order it should be fine. keep it simple, don't confuse the visa officer so they feel the need to ask for more. all the best.
