ohh ok.. i was actually thinking of applying for PCC in advance, so that i have PCC ready once i get the actual request. so i guess thats a bad idea.

I'd wait until it's requested. It expires in 6 months so you wouldn't want to go through the hassle of getting once again if the app processing is delayed.

Once Police Clarence Request is received, can it be uploaded it online or must it be mailed? We will have to have it translated or notarized so originals are needed?

Unless that is not related to his PGP 2017 and it's related to his own PR from long ago this means he already got IME request.
