Unfortunately, we cannot know that as they have not publicly stated any. Nevertheless, we know that they have preference cos not everyone sitting in that range was issued NOI.
The tie breaker rule is real and it may mean losing at both end. i.e no NOI and also lose to tie breaker.

I have a question regarding the Proof Of Fund.
I have already created my EE profile on Jan 2nd, 2018.
Now, I have the required fund for FSW category in cash savings but it is not in my bank account for last 6 months.
My CRS score is 440 and I have a NOI from ONIP. I'm also expecting an ITA from EE path in next 2 months hopefully.
Under the circumstances, how do you suggest I settle the Proof Of Fund issue?

That person has either wrong identified NOI as Nomination or he has only recreated his profile that was going to expire.

But yes it will be logical for OINP to go fishing in a bit lower points. And again it will be from new profiles only.
What is the difference between nomination and NOI? I guess Nomination is the first message you receive from Ontario showing interest in your profile. Then what is NOI?

Didn't you get noi?
 
NOI - notification of interest (not every province has this one, Ontario has it) - you are allowed to apply for PNP
Nomination - same for every province. Wih that you get 600 points if you accept it.
There is also EOI - Expression of interest (some provinces ask for motivation letter first and then they issue NOI and you can proceed)

So got my IELTS results (no TRF yet) and as per canadavisa.com CRS calculator my points are now 438. So should I try to improve my scores by getting my spouse to give IELTS or will this score good for any upcoming draws?? Any thoughts?

The CRS cut off could gradually decrease and reach below 440 if CIC continues the current trend (issuing 2750 ITAs every 2 weeks). As there are already lots of applicants waiting at scores 438 to 443, the decrease will be gradual. Its not possible to calculate the exact date when the cut off would reach CRS 438, but in 3-5 draws with the current trend it could reach 438. In case CIC starts issuing more ITAs or have 1 week gap draws then the cut off could reduce quicker.

If you have options to improve CRS score it is always advisable to do so that things come back in your control and is not left to fate.
It is excruciatingly slow and gradual! :(

HI, I'm here at 435 since October 21st,17. My crs won't drop because of age anytime soon. Should I recreate my profile for the noi? I do think that 1500CAD is a lot but the draws have been so unpredictable at the same time..

With your CRS, you may receive ITA soon, perhaps in the next 3-4 draws. The wait time for NOI and nomination process will almost be the same as the wait time for a direct ITA. But as my previous post, it's your call. I wish you the best and hope cut-off will come down sooner.

Thanks .. I'm thinking of recreating my profile and seeing if the cut off comes down within those 45 days (assuming I get the noi) .. But am also afraid of losing my rank at 435 :(

Hi friends. I heard there is a possibility that while OINP is processing application if a profile gets direct ITA, the person can ask for refund from OINP. Is this true or just a rumour and if yes then are OINP proactive in refunding the amount??

Please advise..
The ONIP new rules states NON REFUNDABLE , so once paid , you can't be refunded even if its the same day you paid.
