Thank you,

Unfortunately not. It was the foremost/important eligibility criteria to be able to meet minimum LICO for last 3 years.

Has anyone done upfront medical? should it be done when submitting the application or it can also be done later?

Hi, My parents are currently here in Canada on a Super visa so I am not sure if that is the reason it was sent to Ottawa...
My understanding is that if they have any type of valid Canadian visa, their file will be transferred to Ottawa.

Question on financial capacity evaluation for Quebec Sponsor:

In CRA websites it tells:
"Sponsors living in Quebec
The government of Quebec is responsible for determining whether or not sponsors living in the province have the financial ability to sponsor family members and also the length of their undertaking. If the federal eligibility requirements are met, the Case Processing Centre in Mississauga (CPC-M) will send the sponsor a letter with instructions to download the MIDI undertaking kit, then to complete and submit it to the MIDI with a copy of the letter from CPC-M."

Question: in regard to the bold italic line, does the minimum income requirements for the past 3 years remain applicable for Quebec sponsor? I am asking cause in the application form it tells differently as follows:
"The following table applies to residents of all provinces except Quebec. If you live in Quebec, the Quebec ministry in charge of immigration will assess your income."

But there is no indication for 3 years minimum income in MIDI website and Quebec application forms. It only talks about income limit between Jan 1, to Dec 31, of 2018. it is confusing.

In short: Do Quebec sponsors need to meet 3 years minimum income? Please answer if you have a reliable answer.

Thank you

No, my parents Canadian visitor has already expired year, but still there file got transferred to Ottawa. So I would assume if parents had any association with CIC (UCI) their file goes to Ottawa. It might be different from person to person though.

Not sure. My mother has a super visa and no dependents/children but still our file was sent to Warsaw.
more worst :)
no logic at all

AFAIK, Quebec required only 1 year income in the past unless something changed this year.

I checked the google drive documents and showed most of the e-Cas " PR in progress" rather than " application received"
