thanks
I second with others. There isnt such a 2 year or other mandatory period for stay in nominating province. Its hard to trace who made this up. Here's my 2 cents on this subject and it would reverberate with what others may have already said.
Its all about your "Intent". You should have seen signed off on some formal document from province indicating your again "intent" to live and contribute to the provincial economy. I stress the word intent because as long as your intent has always been clear about making attempt to settle in that province, you have fulfilled the moral responsibility towards it. Thats for your own conscience and that is what they question at your first entry.
Yes, you always land in your nominating province or else they can revoke your PR on the ground of misrepresentation. Once you get PR you are protected constitutionally to move anywhere. There arent any conditions on PR and noone can unless its explicitly embedded in law. Having said that, once you receive your PR, moving to other province for better opportunities would not affect anything. The first thing you should do is visit your nominating province and stay there and apply for ton of jobs (document everything right from your positions to outcomes of job hunt ) you qualify for and such at least for few months (~2-3) and by then you would either get a job or you wouldnt at the end of it. Even the PR card should take 45 days - 60 days so why not stick to your province and wait on your PR card to arrive while applying for jobs. At the end of 2-3 months period, you get your PR card in hand, if you dont manage to get a decent job, thats your one big reason to settle some place else. Noone at least in their sound mind would ever question your intent why you chose to take up job somewhere else and rather not stay unemployed ... Its justified, right? You now can prove even if such a law comes in effect. Finally, PR is a PR is a PR. It comes with conditions only under certain circumstances and PNP isnt one of it.
Hope this helps.
