As long as the content mentions your title, responsibilities and other details as required in a reference letter, it should be fine. Also, it will help if you mention the name of the company and website also in the body of the letter. This is what I think. Please check with others as well

Does this go for all countries e.g. my wife used to be in UAE, can I get a certificate for her now and use it as long as she does not go back there.

Bearing in mind, the UAE certificate states at the bottom that it is valid for 3 months only.
The same holds for UAE , however, note that it is only valid for three months. Therefore, I suggest you wait for ITA before getting the PCC for Dubai

Is it mandatory to only provide latest IELTS results in EE account?

I am sitting at 422 and planning to give IELTS again. But what if my l/s/w/r scores go down? Can i keep my old IELTS result as old result is still valid for more than one year.

Request for seniors advise.

Hopefully yes.. And hoping that they are preparing their servers for a large draw (3.5 k at least) :)

You can use any result you like.. Not a compulsion to use the latest one..

Request you to read the below line which has been copied from the CIC page (http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=1318&top=29) which has the example of the tie breaker rule.

"The Express Entry system ranks candidates in the pool by their CRS score. In case of a CRS tie, the system will then rank all tied candidates based on the date and time that they submitted their profile."

Please read it few times and then explain it as a reply to this post.

It surely does. For example if they issue 5 ITAs with a CRS of 458 and there are 5 people with CRS 458 with a time stamp of old time (tie breaker date) then they will be prioritised above all. Even if there are new applicants with higher score than 458.

Bro, let’s consider a situation. I’m in the pool for a year and my profile gets expired just a day before tie breaker date. So I create a new profile on the same day. Draw happens the next week and my CRS is considerably higher than the lowest score. But my profile is new and does that mean I won’t get ITA? I don’t think so. Regretfully No. You may not get invited unless there are less people at the tie breaker with the cut off CRS. Let's see how it happens in the next draw.
