No, it is not. Many people succeed with valid job offers. Job offer Letters can contain phrases like:No company in canada gives the Permanent offer without the PR. And as per your suggestion , I need permanent offer from Canadian company before PR to claim 600 points. This is kind of chicken - egg problem.
"This offer of permanent employment is contingent upon Mr X obtaining permanent resident status in Canada."
"The term of employment is for a minimum of one year from the date Mr X obtains permanent resident status."
BTW - valid job offers are no longer worth 600 points, this changed last year. They are now worth 50 points for NOC A &B jobs, and 200 points for NOC O jobs.
