Given your AoR and this reply, it looks like it. But don't lose hope. If you would like, you can seek information from CSIS and see if hey have finished reviewing your info and when they submitted their report to IRCC.
Thanks for the reply. Last week I faxed a request to CSIS, but I didn't have a Canadian address, I gave mine abroad. I just saw today that you can ask getgcms.com to get it for you. Should I wait for my request to see if it's gonna go through, or I can I ask through this website straight away?
Anyway, can this help speed up the process or it's just for me to know if the screening is finished? From what I understand here, even if CSIS is finished with their checks, there are other agencies that they hire like CBSA, and the process may still go on.

There are many third parties who then come in if you do not have a legal status in Canada, or do not know anyone. You can search form them online or go with GET GCMS. They are also the most economic as others who charge 40-50 per request.

Its your choice.
Did you get your CSIS report without CBSA name from getgcms website? Where is the template? You didn't share it?!!!!

s 16(c) states:

16 (1) The head of a government institution may refuse to disclose any record requested under this Act that contains

(c) information the disclosure of which could reasonably be expected to be injurious to the enforcement of any law of Canada or a province or the conduct of lawful investigations, including, without restricting the generality of the foregoing, any such information

(i) relating to the existence or nature of a particular investigation,
(ii) that would reveal the identity of a confidential source of information, or
(iii) that was obtained or prepared in the course of an investigation;​

Most likely the security has begin or some sort of investigation is going on in the background. There is nothing to be concerned about as most applicants have s16 retracted stuff in the notes. This is routine.
Could you please tell me usually howmany days they take to pass s16 ???? My security is "Not started". That means they are doing some extra verification (may be employment verification) because my employer got verification call on April 26 2017.
Hey Legal, According to you howmany days it will take more for this verification ?? Because after this still security will go for check !!

CSIS, unlike the IRCC does not send reports by email. They only send reports to the address on the form. If you do not have a Canadian address, it may take a long time for you to receive the request.

However, if you would like to order the report through GET GCMS, they can get the report at the Canadian address, and as soon as the report arrives, you will be sent a scanned copy of it. The report will only inform you when the CSIS received the request and when it completed, it does not contain any more information. For CBSA, you will need to file a separate request. CBSA does provide the report online. If you would like to order it on your own, you can do so, or the same can be done through GET GCMS.

There is nothing to pass. The s16 is where the information is retracted, and it will continue to be like this for ever, unless IRCC decides that the information can be disclosed to you, which is very unlikely. The security verification is a complicated process. For some applicants it is a quick turn around, for others, it takes weeks.

The second page of your notes will have the status of your application. Then see the last 5-6 pages for the agent notes and then based on what you see, you can check the middle portion for the movement and office.

I can not understand......First of all, if this process will continue to be forever then when will I get the PPR ?? Secondly , How will they "Pass" my eligibility from "Recommend Pass" if it continues to be like for ever ??

I do not have any knowledge about S16(1)(c)......Is it related to eligibility ?? What could be the reason to have S16(1)(c)....There is a whole paragraph which is describing the S16(1)(c) on the government website but I can not understand what does retracted mean ???

Dear Legalfalcon,

I am a April 20 AOR PNP Applicant. 10 days ago IRCC started working on PNP files and a lot of people with April and MAy AORs got medical passed and moved to IP1 and NA. However, my medical did not show as passed and instead I saw a message in mycic account asking me for Additional Information regarding my spouses personal history during Aug 1991 upto May 1992. He was working in a Bank in Qatar and i arranged all documents including his experience certificates and resignation acceptance letter from the Bank and copies of pages of passport showing his residency and finally a Qatar PCC showing exact dates of his stay in Qatar. Mind you, I had already attached the PCC with his other PCCs and written in my LOE why we had submitted it but seems like it was overlooked or they still needed further verification.
Unfortunately, I could not find a placeholder to upload the docs requested within the 7 days so as per your advice i uploaded via the IRCC Webform as CSE and marked it as 'urgent'. I also sent several Technical issue emails,,,,,,,,, to make a long story short - I was lucky and managed to get an email from IRCC saying tha they had sent the documents to the concerned office on the 4th of August.

Since that day (4th August) I have not had any change in my status and mycic account still says " your action is required" in the messages section. is this because of the long weekend in Canada? How long does it take for them to view the documents and change my medical status? Is this normal and will they ask for more documents?

As i could not upload my stress level was extremely high and have had sleepless nigts thinking about missing the deadline.,,,,and mycic account still does not show the placeholder and nobody responded to the several technical issue mails i sent them via my account.
Could you please shed some light? when will it be appropriate to request GCMS notes?

Even if CSIS has finished, it doesn't mean anything.
There are applicants who's CSIS was finished in Sept 2016 and they are still 'in process'.

No I applied for CSIS from http://visafile.info because I don't live in Canada and neither do I know anyone who can apply. And I applied for my GCMS notes from https://gcmsnotes.ca/price.html before I realized I paid too much. I will not share my CSIS or my GCMS notes online. Since you re a repository of collecting everyone eases, and then sharing it with others, I do not want my personal information floating all over.

The eligibility is done in 2-3 different stages.

1. Candidate passed - This is the first status which pertains to when a candidate has met the Minimum eligibility based on his documents on the face of it.

2. Recommended passed - This is the second stage when the case analyst or a program analyst reviews your documents against the MEC and recommends that you have meant the eligibility.

3. Passed - This is the final stage, where the visa officer will review the recommendation made by the program analyst and make his/her final determination. It is here where the eligibility is actually passed.

For 2 & 3 you will see corresponding notes in the end of the GCMS notes.

As regards s 16, retracted means the information is not released and is withheld because it pertains to the ground in the specific section. This is why you see some sections of your notes blanked out.

Unfortunately PNP and CEC are the slowest in processing as of now. Why is it so, there can be theories, or agency priorities, but nothing definite can be said.

The ADR for personal information is asked if there is a gap in the information which you filed or in case IRCC needs to verify by looking into your application. Usually, when ADR is requested there is a placeholder where you can upload those documents. If that is not there, the only way to send documents is through CSE, which you did.

After you send documents by CSE, it takes a long time for them to acknowledge and being stressed during that time is evident, which I understand.

However, all I can say at this stage is that you should raise another CSE, or send an email to CPC Ottawa, given that your application is there. The email id of CPC Ottawa is CPC-CTD-Ottawa@cic.gc.ca

If your application is at CIO-Sydney, you will need to stick to CSE.

GCMS notes are helpful to know which stage your application is at. If your application has not even processed, there will not be anything substantial in the notes which will help you. Usually in EE applications which are processed within 6 months when you request GCMS notes after 45 days post AOR, you at least see R10 (completeness check), and some movement in eligibility.

There is no harm in requesting GCMS notes, if you so wish.

I do not speculate or predict, but this all I can say as of now with the information you provided.

In your case even the criminality is not passed, which is usually done based on PCCs.
