WES and PR documents

Hi,
I am from India and I have a quiet strange case.

I completed my engineering degree from one university (let's call it A) and all my semester mark sheets and even provisional certificate are from University A. But due to government decision, during my last year of engineering a new university was craved out from University A and was named University B.
My final degree certificate is from University B but as I said before all my semester mark sheets and provisional certificate are from University A.

So here are my questions.
1. What do I select in the "Name of Institution" while filling my application for ECA in WES? University A or B?
If I select University A, then my final certificate is not from it. If I select University B, then all individual semester mark sheets are not from it.

2. Do I need to provide a self explanation letter to WES? Will they accept that?

3. Assuming my educational credentials are validated, when I create a profile for Express Entry, will my case be considered? (Two universities)

Requesting your help on this matter soon, as I want to get more clarity on this before applying even for ECA in WES.

as WES require transcripts to be sent from the University as well then you should be able to explain this easily enough.

I didn't send any of my semester mark sheets though? Just send through the final degree and your transcripts. They will all have University B's name on them
