I don't know that they are, it's just me speculating. Large number of applications, they took on additional processing workload (like European applications, which they do), ended up being too much workload, etc - something like that. An influx of people applying at once with the easier, faster new application package etc etc. Could be a possibility.
We were told the same and got London anyway. We're an outland Irish application and my husband has lived in Canada for years and got LVO, not Ottawa as expected, which was a bit of a bummer, but what can you do. Our Northern Irish friends got Ottawa. Who knows.
Really weird....I guess you called them many times and you didnt get a clear answer though.

From my understanding, Ottawa processes some applications that normally would go to London if certain criteria are met, because London has been so back logged dealing with Pakistani applications. In my GCMS notes I can read "this application qualifies for in-Canada processing under OB570" and that it will be sent to Ottawa after receipt of IMM5669, which I uploaded to my online account Feb 21st.
Wow London has sooooo many countries....We supposed to go through Vienna (Germany) and I thought this office has many countries to work with...but London...wow.
Yeah, I wonder what those criteria are though. Our lawyers were certain ours would go to Ottawa and were quite surprised when it didn't. Maybe because he's already here in Canada with me and we're not separated right now? that's all I can think of. I really don't know.

I have been having the same issue..not sure if it is ok for us to upload or send the form when it still says No even though it has been validated.
I have been a month ahead of you,I got DM on ECAS on june 6th and the pass request 3 days later.from Ankara VO,Hopefully you will hear good news soon!
