I got my notes yesterday through getgcms - thank you. I have few questions if you can help me please:
On the second page, the status is:
Eligibility: Not Started
Security: Not Started
HIRV:
Criminality: Passed
Org Crime:
Medical: Passed

On the Associations section, the page is blank with s.16(1)(c) at the top right in which I read your post regarding s16 on this forum.

On the notes sections the last comment from agent states:
Case analyst application: E000XXXX Regulation: PNP: FSW, I have verified this application under section 11.2 of immigration and refugee protection act and make following determination: RECOMMENDATION:***Appear to meet requirements***Ready to finalize

The letter of reference appear to be consistent with a substantial number of the main duties under NOC selected. The letter of reference appear to demonstrate that the PA met the minimum requirements of 12 months of work experience. PA meets Education requirements.

My questions:

1. How the assessment happened under section 11.2 with the above recommendation while the status still shows Not Started?

The A11.2 eligibility happens in 2 stages. First a case analyst will review and make a recommendation and then the recommendation will be reviewed by an agent, which will be final. In your case the case analysts has made a recommendation, "Appear to meet requirements," but not updated the status. Nothing to be concerned about, this happens and is normal.

1. How security shows Not Started while under section s16(1)(c) the information has been not disclosed? does this mean security did start but not updated on the status?

s16(1)(c) is used for numerous issues. While the security is conducted by CSIS, IRCC on its end too takes care of criminality and FOSS and other checks. This could also relate to any information IRCC may have asked which is not subject to disclosure. So technically, security may not have started, but you may still have this section.

1. The above notes were done at the CIO. Does CIO handle A11.2 or visa office?

If your VO is in your home country, then in most cases the initial eligibility, i.e. case analyst review happens at the CIO, and the final agent review at the VO

1. I think the above is the analyst recommendation, still there will be someone to verify and approve, right?

See above

1. How can I make sure from the notes if the application has been transfered to visa office?

See the middle pages, there will be movement, where it will show where your application is and if it has been transferred.

Nothing to be concerned about. The case analyst has recommended - "Appear to meet requirements," now the agent at the LVO will review it and finalize the eligibility.

S.15(1) is normal, see the first page of this thread. As regards the Note 18, if you have a travel history, IRCC may want to review it to ensure or get date as to why you travelled, or if there are any gaps, ensure that all period are accounted for.

But in conclusion, nothing to worry about, your application is progressing well. If you would like, you can order another set of GCMS, the should show the eligibility to Passed / Met / Recommended passed.

Also, if the security is blank, and there is a s15 or s16 on the top of that page then the security is underway, which is a good sign as that would make your application process faster.

My GCMS received yesterday makes me anxious. I got 1 "failed candidate" and 1 "review required". However, on 2017/06/07 my BG changed to IP for the 2nd time. As many friends in the forum says, BG IP2 means PPR in the corner. I wonder if I am safe or not yet. If there had been a refusal, they should have stopped the process and informed me, right? It would be much appreciated if you could advise me.

Schedule A received and reviewed edoc 12345678 ** Please note Statutory Question information on above Schedule A Please note FAILED CANDIDATE.
Could you explain what it really means?!! Am I already refused? I answer the Schedule A truthfully and completely, and submitted on 2017/01/17. I have only 1 little hope by seeing my account online continues to evolute (BG changed from NA > IP2..) but I am very anxious

Many thanks in advance for your clarification.

The eligibility is a 2 step process, first a review by case analyst and then the recommendation if reviewed by an agent / officer. Here the case analyst has asked the officer to review your job duties.

As regards IP1>NA>IP2, who so ever started this, is the biggest speculation myth. For most people this would entree, but this is not the norm. Since I am not sure what you answered in your statutory questions, I cannot comment on it and the pic you inserted is not available.

If you can provide more details, I would be happy to look into it. Just because the officer was asked to look review your case does not mean rejection. See this note, an applicant who was in a similar boat.

No, statutory questions do not show up in the GCMS notes. However, only if there is a concern with the questions, will they be mentioned or references in the notes.

Hello legalfalcon, in my previous trv application, i inadvertently ticked no instead of yes and got the visa. I plan to tick yes and give an explanation, would this raise any issues.

I saw mine in my GCMS notes. The case analyst just responded saying prior refusal, no adverse information.

My study permit and tourist visa used to be refused last year and 2 years ago. So I answered Yes in the statutory questions and gave explanation with the copy of my refusal letters.

Are we safe now? Does "Failed candidate" just mean I used to be a failed candidate in my visa in the past? Or does it mention my e-APR?

Notes 14's text is: "Application status indicated Failed prior to promotion"

This is only with regard to the question you answers. You have cleared R10 and the reviewing agent has made a note cautioning the other agents who will conduct A11.2 or BGC to look into the statutory questions, depending on how serious the issue was.

Ah thank you very much for your clarification. As long as the word "Failed candidate" is not for my application, it's Ok. The issue is lack of funds (some years ago) but my PoF for PR is "Met" now.
