Hi guys, while we anxiously await the next draw and subsequent rays of hope and draws, let us also start by adding a little value to ourselves. I have therefore created a thread named "French Language made easy for Beginners" lets make it work! Kingkurly, Pessacanada, wondering mind etc. Lets learn from you

These Instructions came into force on June 6, 2017.

Note:
All changes are in place since June 6, 2017. Some foreign nationals might not see their Comprehensive Ranking System score change for several days. All scores will be updated before the next round of invitations to apply where the Express Entry system detects that points are changed. There are no new questions to answer in the Express Entry profile. Foreign nationals do not need to update their profile unless they wish to provide new information related to these changes.

Applications for permanent residence for foreign nationals invited to apply before June 6, 2017 will be assessed based on the previous Ministerial Instructions.

Imagine there's 5,000 candidates sitting at 400 (and you are one of them) and a draw happens with a cut-off of 400 and 3500 ITA's. Out of those 3500 there will be at least 2000 with a score that is higher than 400. Out of 5000 that I mentioned CIC will only invite 1500.

But how will the system choose 1500 people out of 5000 if there are equal and there's no way to rank them?

Well, the new way to rank them is by the age of their profile (i.e. how long have they been waiting). In other words - right now it's an advantage to have an *old* profile. It does not give you a priority over people with higher CRS, but it should still expedite the process of getting an ITA for people sitting in the most competitive ranges for a long time.

If that's the case and I am right the CRS should decrease, but the ministerial instructions should also change, because right now it reads like "Foreign nationals who, on May 31, 2017, at 12:13:35 UTC, have been assigned a total of XXX points". Most likely it will change to "CERTAIN/SOME Foreign nationals...".

It also looks like Express Entry itself is more manual than I thought, most likely the draws are performed or *scheduled* manually. Ministerial instructions for each draw, also, do not look like computer generated text, as they can be quite different (especially in the latest rounds). In other words Express Entry is a organizer tool for the minister or imm officers to target right people at the right time.

Also, somebody mentioned that it can take up to 2 weeks or a few days to update profiles – not technology-wise, for sure ;-). A 2013 Macbook pro can go though 100,000 records in a database and update them in less than 10 minutes. And I am sure CIC has better equipment. This warning is just to protect themselves and buy time in order something goes wrong earlier.

Please note, that this is just my personal opinion.

Very interesting response and thank you for that! So let's say this... A draw takes place with a CRS cut off of 415... But say I am sitting at 416.. So therefore I would still get an ITA for sure right? I am guessing what it means by "tie" is say the CRS cut off is 415 and you have a CRS score of exactly 415 then that is what they are referring to as people sat at 415 will be ranked based on how long they have been sat in the pool as to who will get an ITA and who will not.. Do I have that right?

Thanks for detail explanation. And what's with profiles who are let's say created a year ago but had to re-create due to OINP?

Re-Create = Withdraw and then Create.

So, they say this about it:

Note, if you update your profile, the system will keep the original date and time stamp when you first submitted your profile. But, your profile will have a new time and date stamp if:
  • you choose to withdraw your profile and create a new one instead or
  • your profile expires and you submit a new one

In other words, those of us, like me, who recreated their profiles will be given less priority over those who didn't, and are sitten on the same CRS Score.

Thank you for finding this! But I really do not get what it means about CRS tie's still! Because the example it gives.. Shows people with a CRS score of 422 get invited but someone with a CRS score of 423 did not get invited just because they submitted their profile after others.. But surely you still have a higher CRS score at 423 than 422!

In general terms, that only means that now they'll be able to round up the invitations sent.
Before they were forced to invite 3763 candidates when they wanted to invite 3500, because if the 3500th candidate was at a CRS Score of, say, 415, then everyone of the other 263 additional candidates with that score had to be invited, because there was no distinction.

That, per se, is not a positive thing for us, but if it makes it easier for them to plan the rounds of invitations, maybe they do bigger rounds and can start making rounds of more than 4000 invitations. :) Just to be positive about it.

You're confused.
Higher CRS Score always has priority, only when the CRS Score is the same the date of creation comes to take part of the selection.

Please check again and you'll be able to see that Higher CRS gets the win. :D


Edit: There's indeed a mistake in the help section of CIC, maybe they make the correction later.
Remember these are human beings. ;)
