Did you attend the landing interview with her at an IRCC office? For INLAND apps, the COPR is only given when you actually land as a PR, along with the sponsor at an office.

I presume from you saying you filed an appeal that she has done, and at that point C51 still existed (although may not have been applied considering the length of the relationship you said).

From what you say, it sounds like you were completely duped and taken advantage of. I agree with scylla, you should see if you can put together enough evidence that she never intended to be in a long-term relationship with you, and see if CIC will respond to the possibility that she gained PR status by fraud.
She was on a visitor's visa then she got denied for how many times to stay in canada that is why she decided to signed common-law declaration, I offered a wedding to her 3x but she refused because she said she doesnt want to get stuck with me without any PR and a good job that's why she decided to sign common-law declaration and promised that we will get married after she got her wants (all of this are verbally said). we only lived together for a year then she decided she wanted to have her own privacy so i let her since i believed that she will be trustworthy enough. so I just continue my life, working 3 jobs that time then to pay all her bills including the rent plus my needs and her luxurious wants. I have some proof of her infidelities. some of her messages since most of the threats were said verbally. She got interviewed before receiving COPR but I wasnt asked anything, only her was asked. She used too much of my money that even to her family I have to send funds.

To be honest, if she said she didn't want to be stuck with you, she moved out as soon as she could, and you were paying for everything while knowing she was cheating on you - it's not as though this is some unexpected development.

You can try to get her done, but good likelihood you're going to need to accept you're on the hook for her for the next three years, and make much better choices with your future romantic partners. Sorry.

I am in a similar situation.
I have sponsored my wife...currently her file has been transferred to delhi office.
She just admitted that she cheated on me , one month after our marriage, while she was in India. She is till in India.

Can I still withdraw my application?
please help me wt to do, should i forgive her not

Definitely, that choice is entirely up to you up until she actually lands as a PR. One note to IRCC that you want to withdraw, and the PR app will be cancelled.

Again this is entirely up to you.

Entirely up to you if you want to forgive her or not. You may wish to seek advice from friends, relatives, religious leaders, philosophy, whatever you use to guide you during times of trouble.

If you decide you don't want to live with her in Canada, inform CIC that you are withdrawing your sponsorship, and her PR app through you is done. If your relationship is over, you will need to sort out any divorce etc according to either Canadian or Indian law.

Inland apps require that you be cohabiting, so again, she would not have been granted PR while living apart from you.
Ditto. How did you manage to get inland common law PR while not cohabiting?
