Hi, just wanted to ask, is time being spent as a tourist before becoming a PR is counted when applying for citizenship? Some people say no, but in physical calculator in CIC it is included. So i am a little bit confused. Please help.

Count it. You have to count every single day spent in Canada under visitor status.
Also, don't count on it. Add it on your calculation, but don't rely on it to reach the 1095 days threshold. All of it better be additional buffer and nothing else.
