He can sponsor you but he must be living in Canada at the time he submits the sponsorship application and must continue to live primarily in Canada while the application is being processed. He cannot sponsor you while outside of Canada. If he is coming to India to live there for a while, then he will need to wait until he has returned to Canada before he applies to sponsor you.
^^^VERY IMPORTANT to notify about leaving the country, immediately. There are sob stories all the time (especially now that easier for government to check exit records) of individuals leaving while EI and getting caught. If caught without notifying, it's repay whatever amount they decide was inappropriate, AND a ban on EI for (I think) five years. (I think they can go further and look for penalties etc).
Yes: government expects those receiving EI to be ready and available and looking for employment in Canada. They don't care that you planned a vacation before or can subsist better on EI in other countries or your dog died or whatever other explanation. It's a condition of receiving EI.
