I was researching a bit on the policy a25.
I had some unauthorized work done and I am currently on visitor record.
We am planning to apply spousal sponsorship before my visitor record expires.
I was wondering if I can apply for spousal work permit before my visitor record expires and use this public policy to help me but I seem to be getting conflicting information.

I looked at this and it says if you hold a temporary status you can apply for work permit but if you don't hold temporary status then you can apply for work permit after AIP stage.

Accordingly, the Minister has decided to use his power under A25 to exempt a foreign national from having to meet the requirements in A21(1) and R72(1)(e)(i), only as they relate to inadmissibility for lack of status (and related documents), and R124(b), so as to enable such foreign nationals to become permanent residents if and only if they meet all other requirements of the Spouse or Common-law Partner in Canada class and are not otherwise inadmissible. These requirements consist of:
A determination that the sponsor meets eligibility requirements including having submitted a valid sponsorship;
A bona fide relationship; and
Cohabitation with the sponsor.
Once applicants are determined to meet these criteria, they are eligible to apply for work and study permits
Is this AIP stage? Or aor?
I'm just confused if I can apply for work permit or not?
But I still want to maintain a legal status thus will applying for work permit result in it getting refused or will I maintain status until AIP stage if I apply before my visitor record is up?
