This decision will take effect on January 1 and will be in force until June 30, 2025

According to the minister's office, it will ensure that 700 to 800 fewer refugees will be welcomed in Quebec. And it will allow it to meet its objective of reducing the number of people admitted through this program.

By suspending the reception of applications for collective sponsorship, we are allowing people who are currently in the territory to access permanent residence without increasing inventories


Does this mean that the processing time for protected person in Quebec goes down ? I personally think so, if you have a negative response or are full of hate and ego please don’t answer

I think it might over marginally time but not immediately. The processing time estimates now are based on applications IRCC already has in progress. I also believe Quebec's immigration targets are something like 50k people annually so this doesn't represent that much of a decrease.

So I think there won't be much of an impact in the short term. Maybe somewhat in the longer term.

I think what would really make a difference is if Quebec removes their caps for issuing PR. That's what is driving up the processing times.

Anyway, just my guesses. I obviously don't actually know. Hopefully I'm wrong for those waiting.

Yeah I think your right and what I see that’s special in these news is that there is also a specific cap on refugees that receive a PR each year it’s around 6k so if 1k that are supposed to get PR from abroad get replaced by refugees that are already here that would be HUGE for processing times if it gets done quick of course which is the most important step

Out of this if only 6,000 Refugee PR applications are specifically for Quebec each year its very low as more then that every year applied for PR as refugee it seems we are badly stuck as already there is a big backlog in Quebec application as well.

any idea how many applications in backlog only for Quebec.

IDK how much it is now and no one can actually tell you that unless they work with the Quebec immigration minister but in 2023 it was 30k protected people waiting for PR in Quebec maybe a lot of them left Quebec or became PR

Don’t overthink it the processing time is 42 months you may pass it by a couple of weeks or get it before unless you have some real red flags in your file then that’s gonna be a problem. I don’t think IRCC will publish bullshit processing times because the consequences will be massive

I’ve noticed that there is one secret that would get anyone PR literally the next day no matter their situation if their application is stuck and that’s getting your story in the front page of a big journal shit works everyone I see someone do it

What really annoys me is that there are no informations available, the system is like hidden so much for some reason you just sit there and wait without knowing anything

They want more french speaking people coming in anyway and might discriminate against those who dont speak the language. Not sure if refugees are tested on language skills but its good to have a plan B just in case. Just my thoughts..

Thank you for your suggestion. I have been considering relocating with my family for the past year; however, the uncertainty surrounding the process has been a significant concern. Both the Member of Parliament’s office and IRCC have advised that transferring my file from Quebec to the federal level is not guaranteed. In some cases, they have indicated that the process may need to start over from the beginning, which has made me hesitant to proceed.

can you please share your experience how did you do that and how long it took for you to get PR after relocating.

If they applied the quota to only new applicants it would take years to see a reduction in the numbers. All PR applications are being reduced or isn’t just Quebec. There are huge backlogs that are going to take years to clear across the country.

It’s not a new law
It was effective 1991

The Government of Canada and the Province of Quebec agreed upon Quebec being allowed to set there immigration numbers
Quebec didn’t just make up the law .
it’s over 30 years old
So to those on here blaming Quebec ,
not just those that are immigrating , but those giving advice , it’s a joint agreement.
Those solely laying the blame on Quebec should know better

“Québec has the rights and responsibilities set out in this Accord with respect to the number of immigrants destined to Québec and the selection, reception and integration of those immigrants”

If anyone is too blame it’s the Federal Government for utterly screwing up the immigration system

Quebec is just using the legal tools they have to manage the utter mess

Didn’t see some here stating that they should stop having Mexico have visa free status , when it was clear as day that it was being abused . Like clear as day .

The quota isn't new. It's been in place for a few years now and has been impacting processing times for a few years now.

What do you mean by reductions ? What reductions if all the protected persons are ALREADY HERE why would Quebec for example gain for not giving them PR fast ? For me they would be less productive for the economy without PR

I would understand not wanting to get new people cause there are no places but why punish those who are here and can’t go anywhere this makes no sense

You can still work as an asylum claimant, refugee or PR. Longer processing time is a deterrent and also prevents family from joining which place more demands on infrastructure.

No, sorry, I didn't mean for decades. Just the last few years when Quebec imposed the caps. It's a bad situation. Sorry you are impacted.
