Not for all applicants. Sometimes the board member needs more time to come to a decision. It doesnt necessarily mean its negative, it could just be that a 2-3 hour hearing didn’t give them enough time to have a decision ready.

idk about pilot programs but a lot of people here with regular applications have received their ecoprs in 25-27 months which puts them in regular processing time while there are some that wait for way longer. Again, not everyone.
