UPDATE: Ghost Update received on Nov 1st. No changes in GC Key or tracker.
Does anyone know if Its normal for Eligibility status “Not Started” or is there any concern ?

IRCC does not refer to the expiration date provided by the local police force when examining PCC validity. Whether PCC is acceptable would have been mostly an R10 decision (which you have passed as you have received a BIL). IRCC will contact you and give you time if they want a new PCC. Also, as @kazesora mentioned, if the PCC is from a country you are no longer living in, IRCC would not be asking for a new one as long as the PCC is issued after you last lived there.
Per IRCC (as of 11/3/24):
Certificates that are valid for Express Entry
Date the certificate was issued
For the country where you currently live
The police certificate for the country where you currently live:
- must be issued no more than 6 months before the date you submit your application
- must not be expired
For any other country, the police certificate must be issued after the last time you stayed there for 6 months or more in a row.
Some countries put expiry dates on their police certificates. If you have a police certificate that expired, include it. We’ll accept it if:
- it was issued after the last time you stayed there for 6 months or more in a row
- it is not for the country where you currently live

@leitch.von.money Please can you share any thoughts why Eligibility is still not started ?
Mine has started in September and it's still in progress! I've also seen people whose eligibility moved from not started to complete in one day. I think it depends on what the case analyst is doing? This being said the most accurate record you can get in real time is if you call IRCC and ask them to pull up the notes.
I got an update on November 1st on the tracker - all the sections (Medicals, Biometrics, Eligibility and Background) are marked complete as of October 31st and these are the updates I see as of 31st October : "We received the information you sent us. We’ll review it and let you know if we need any other information from you." and
"Activity status updated: Background verification
Background verification
Background verification status has been updated to Completed"
The GCkey is not yet updated.
Does complete mean passed?

I got a GU today and I see in my GC key is showing Final Decision on 4th Nov , But I don't see any updates in PR tracker. It is still showing last updated 25 Oct
