Thanks for reply , one of friends also got approved in 2 weeks and I am waiting since 5 months . I have tried all possible ways like call ircc, contact to local mp but still I don't get anything yet.

Try raising a webform if you’ve not done that yet.
Even I had applied in july and no response yet. Some people who applied after me already got the approval. I think i just depends on the officer who will review the application. Some take more time than others. So let’s hope for best.

I applied for pgwp on 17 June and no updates yet. I want to attend my brother’s marriage at 6 dec. what are the chances that will be able to do it or not? And if i get the visa before the marriage date. How much is the stamping processtime and can i get stamped in india also?

Yes, you can get TRV stamped in india too.
But still it would be necessary to have your work permit with you while travelling alongside TRV stamp. So, maybe apply for a TRV now, it will get approved after your PGWP is approved.
