The first link updated in August the second link is updated in June this year does it mean can NoT send more than one application? I mean if you get refused you aren’t allowed to submit second application?
No. It means you can only have one application under consideration at a time. If you are refused, then you can send another application. However you cannot send two applications at one time. Also, of you are refused and appeal, then you cannot send another new application while the appeal is in progress for the previous application.

Hello guys, I applied on humanitarian grounds in April 2023 for my parents. This was the second application after the first refusal. In the application, I declared that my father has renal failure and is on dialysis. I asked for the medical exemption as well. Yesterday, I received medical request for both my parents. No AIP yet. Is this a positive sign?

IMO it means your application is moving forward but not sure it is either positive or negative. Since you've asked for a medical exemption, it makes sense they have requested it now and before AIP. Good luck and let us know how it goes.
