(Reposting) IMM5475 form not submitted

Hey everyone,
Reposting for visibility

Asking on behalf of my parents
They have submitted an application but did not attach an IMM5475, now am I allowed to access their tracker without this form?.
What does this form mean exactly, does it govern communication with IRCC to check status application but not the tracker?

Did they apply online? If they did then you can just use the email address and password they used to create the GCKey account to log into their account and see the documents uploaded and if there is any additional documents needed/requested, and so on. I am not 100% sure if this is what you meant.

My question is for me to access their tracker is it legally allowed or do they have to send the form IMM5475 which consents to release of personal information? Does this form intends to only allow me to get information from IRCC on their file through email or phone? Or the tracker too?
I am a bit confused

The tracker is online, as long as you have their UCI number & the email they used to create their accounts, you can create/link their GCKey and check their application progress.
If you want to call IRCC or send an email on their behalf, then you have to submit IMM5475 form.
