The wait time for public health insurance approval is about three months, so it’s likely similar in Quebec. You can find the current wait time for RAMQ in your province online.
While waiting, there is private insurance available for pregnancy complications, but it won’t cover delivery costs after 31 weeks. You might find a hospital nearby that accepts pregnant women who are waiting for their public health insurance, but you need to be approved for residency by IRCC first (they do not accept visitor, study or work visas), can demonstrate significant financial hardship, and who meet the eligibility criteria as determined by that hospital. They might not be accepting new patients right now due to high delivery rates and any new applications received will be placed on a wait list, at least that’s the situation here in B.C. You should look up private insurances to see if you qualify, Arbetov Insurance and Manulife Health Insurance are the two I know of.
Considering your high-risk status, it's important to think about any significant complications that private insurance might not cover. I understand you're eager to be in Canada, but personally, I would recommend finishing your pregnancy where you currently have coverage to avoid any healthcare uncertainties for you and your baby. Patience is key when waiting for status, but even more so in your situation.
