Waiting for final decision since 3 months.

Do You mean not started? Because not passed means they check and found You not Secure.

They asked for biometrics and Police Clearance - Sept 10th
Police Clearance sent
Biometrics booked for - Sept 18th

What's next and how long?

August 2023 application , also mines still says submitted . Fingers crossed we’ll hear something soon .
