Hi, just wanted to check, do I need to have 3 years tax return to sponsor my dependent child from in side Canada? Since I am a newly landed immigrant (pr holder)& I don’t have 3 years tax returns in Canada. In case yes what are my options? Please advise.

So your child was included on your PR application as non-accompanying, and did medical? You don’t need tax returns but want to show that you can support the child.

No. I need to sponsor a new born. The child born after me, my wife & my other child became PR. My wife went back & delivered in our home country.

I don't believe that meeting the RO is actually a requirement to sponsor...even though it should be, IMHO. There's no mention of it being a requirement on the page.
If OP doesn’t meet RO and applies then would not that trigger a review of that person’s PR eligibility.

-Then applying MIGHT trigger a review of PR eligibility. We actually do not know. (Risk higher if the applicant is seriously out of compliance and esp if basically has not been resident in Canada much).

-Irrelevant anyway: "Since I am a newly landed immigrant (pr holder)". Unless this 'newly landed' means something completely different than the common meaning of those words (i.e. PR holder for more than 3 years), the OP should be in compliance with the RO.

-The relevant question is: is the sponsor NOW resident in Canada, and physically present - sponsor must be physically present to apply, and mostly remain in Canada during the process (short trips abroad OK).

You don't need to have 3 years of tax returns. Note that either you or your spouse must be living in Canada in order to submit the application and sponsor the child.

Generic application form for Canada (IMM 0008),
for my 9 months child
in No# 6. Education / occupational details ,
current occupation and intended occupation fields do not apply for child , what information should I enter NA or None
