If you got Sponsor Approval and Principle applicant got Eligibility and Background completed. Does that mean they will not ask for interview? Or is it still possible?

I think it is still possible but not likely unless they need clarification with something they’ve noticed in your file.
I thought eligibility completed for applicant for spousal sponsorship means they believe your relationship and will not conduct interview? Interview is to make sure the relationship is genuine..
These people are very tricky, you never know what to expect so it’s best to have an open mind to anything until you’ve reached the stage and passed it.
Until final approval with COPR and visa in hand, anything is possible.
That said: interviews are rare already, and very rare after eligibility.
