called the IRCC and was told everything was completed, but in tracker, eligibility has not started, background check is in progress.

Yes you should be able to see COPR in your tracker soon . PAL is a positive sign. It means your application has passed eligibility stage.

I have a question, does anyone know if I can request a new SIN with just the Portal 1 email and the COPR expiry date showing on my tracker? Or do I need to wait for Portal 2 and eCOPR (or even later still)? Thanks!

No you can’t. You need actual signed ECOPR . You need a signed copy by CBSA officer and then can apply for sin number.

I just now got my Portal 2 email! I've confirmed I'm in Canada, uploaded a photo and my address on the Portal, and now I'm waiting for IRCC to review it!
