Honestly speaking, the letter is in fact pretty useless. It doesn't guarantee you've been approved.

Did you read the letter? It offers the applicant access to pre-arrival services, for free.

That's the point of the letter. It's not about something else. It's about what the text of the letter says.

It's bizarre to claim that a letter is useless when it states very clearly what the purpose of the letter is, seemingly because it doesn't say what you want it to say.

Now, it is FAIRLY clear that they MOSTLY send the pre-arrival services letter to applicants who have passed some level of 'eligibility', and hence is a positive sign. But it is not a guarantee, it can still be denied if somethign comes up (although that is relatively rare).

It also indicates that the applicant's file is somewhat CLOSER to being fully and finally approved, but not there yet. So again - forward movement is positive, but it does not tell you how long to wait exactly. But that's also not what the letter is about, and nor does it claim to be.

What it DOES do is offer access to pre-arrival services. If you don't want those services, you can ignore it.

I know no one can be sure about it but do you know about avg time taken after this step before I recieve passport request?

Any guesses or information about it?

There is a tracker spreadsheet for just this purpose. Take a look and see. What I recall is that it is not a very useful step because the amount of time after pre-arrival services varies quite a lot - some getting the PPR in a few days, others weeks, others months.

I think this is why people are telling you: it's not a reliable indicator.
