Can i accept Ontario NOI under Human Capital Priorities stream, while in status restoration period

Hi there, i have a question regarding the requirement for Ontario’s Express Entry Human Capital Priorities stream - https://www.ontario.ca/page/ontarios-express-entry-human-capital-priorities-stream about Legal status in Canada(Point 6 )

I have received expression of interest on 21st March, 2024, under Human Capital Priorities Stream in ontario in EE. Me and my spouse PGWP expired in Jan2024 and Feb2024, respectively and we applied for WP Extension which were refused on 19thFeb2024, leaving us in 90days restoration period. We applied for status restoration as visitor within 1 week on march6th2024. On march 21, 2024, we received NOI , while we are still waiting for the result on status restoration

Should we continue submitting the file or need to wait for the Status restoration application to be approved? as per the official document, we need to have a valid status in Canada.

You can't submit your application while out of status. You must wait for the restoration application to be processed and for restoration to be approved before you will be able to submit your application.

Question - Was your work permit extension correctly refused (i.e. you applied without qualifying) or was it incorrectly refused by IRCC?

Thank you for the response, yes, it was correctly refused, applied without qualifying. Quick follow up question on this can i submit application outside Canada? let say if i move to home country and then submit application by changing country of residence.
