eligibility is to determine whether you meet the requirements for the program you have applied for.
It is simply a normal part of the application process, and it means that IRCC is currently reviewing the information you have provided to determine if you meet the eligibility criteria for the program.

I am not sure how they can start security and criminality before reviewing eligibility. Is it normal

Same is the case with my application. They started processing criminality before any thing else. It seems to me its the discretion of the officer which ever they want to do first and there is no particular order.

I have applied for H&C this year

I applied three times for H&C.
First application 2014 refused in 4 months.
Second application May 2018 refused in June 2019
Third application August 2021 refused October 2022 applied for reconsideration November 2022 and recieved aip today April 2023.

I'm a failed Refugee.

Did you remember the status for second application I mean before you get refused in June 2019 what was the assessment status for Eligibility ever goes to in progress ? And security , criminality, medical was passed?

Hi @Zahra97 all I remember about that application is that it went into process and they requested medical on April 9th 2019 then it was refused in June 2019.

I wasn't knowledgeable about H&C back in 2019 like I am now. I learned about GCMS notes and all the stages that has to be met when I applied for H&C the third time in 2021.

Why would they wait 1-2 years and do everything else and then start eligibility check after everything else?
