You cannot change DLIs if you have not studied for at least a semester at the school on your study permit. If you want to change schools without studying at the first school, you need a new study permit. You also cannot work on your current study permit if not studying. So make a decision, and start studying at the school on your permit for a semester or get a new permit.Yes I’m a new student to Canada

I would make sure you either join your original school or leave Canada to apply for a new study permit or change your status to visitor. You want to be careful you don't fall out of status in Canada as a result of your study permit being canceled if you're not attending your original school. You can apply but your application is processed from your country of citizenship. You will have a lower chance of approval because you are not applying from home country and will be unable to show ties to return since you are in Canada. Is the program a step up (eg.
