Yes I’m a new student to Canada
You cannot change DLIs if you have not studied for at least a semester at the school on your study permit. If you want to change schools without studying at the first school, you need a new study permit. You also cannot work on your current study permit if not studying. So make a decision, and start studying at the school on your permit for a semester or get a new permit.

I would make sure you either join your original school or leave Canada to apply for a new study permit or change your status to visitor. You want to be careful you don't fall out of status in Canada as a result of your study permit being canceled if you're not attending your original school. Make sure you are also not working.

You can apply but your application is processed from your country of citizenship. You will have a lower chance of approval because you are not applying from home country and will be unable to show ties to return since you are in Canada. Is the program a step up (eg. Masters) or the same? You really should have started your studies. You are jeopardizing whether you will ever study in Canada.

No unless they can obtain TRVs for tourism purposes but that doesn’t guarantee the ability to remain throughout the full program and doesn’t give access to SOWP or school for your children.
