You cannot change DLIs if you have not studied for at least a semester at the school on your study permit. If you want to change schools without studying at the first school, you need a new study permit. You also cannot work on your current study permit if not studying. You can apply but your application is processed from your country of citizenship. You will have a lower chance of approval because you are not applying from home country and will be unable to show ties to return since you are in Canada. Is the program a step up (eg.
