I have a question; Everything shows Completed and no need for Interview or Additional documents. but still BackGround Check shows Not Applicable.

What would that means in your experience guys?

Inland spousal sponsorship: I got my pre arrival services document on July 20th! What will be my next step ? In how many days can I expect copr ? I got a full time job offer and I can’t push the joining date further

I got my pre arrival services document on June 6th.
September 9th I received an email.
This refers to your application for permanent residence in Canada. In order for us to continue the
processing of your application, we require the following:

> Police Certificate: Provide an Updated Vietnam Police Certificate Number 02 This must
be received at this office by: 2023/07/09
I sent it to the office on June 25th. I got the email back

Thank you for your message which will be forwarded to the appropriate division at Headquarters or Missions abroad.

Huge Dilemma, seeking guidance!

I am trying to help someone navigate through the PR process (spousal).

They sent in the PR app and it was sent back, one of the items asked for was a Police Clearance.
We tried to get that from the Indian Consulate but they denied the request bc the person technically has no status here in Canada.
Any status they had expired over a yr ago. They are married with a child.
The Consulate said he needs to get status somehow or show that PR is being worked on by submitting a recent letter. We can't supply that.
Nothing was accepted for processing yet.

So, we're in a dilemma, can't get the police clearance yet can't move ahead and resubmit for PR bc we don't have that clearance.

The Consulate will accept visitor status. Should I see if a border agent will provide visitor status for a period of time?
We're not sure how to proceed.

You do not want to go to the border under these circumstances. You would need to go to a land border then exit Canada and then turn around and try to re-enter. Only people who have valid status in Canada can do this. If you are out of status then you may not be allowed back into Canada or may be allowed in but immediately issued a removal order. It's too late to restore status from within Canada. So either you must convince the consulate to issue the PCC while out of status or you need to consider leaving Canada and returning home.

--I have received another communication on Aug 1 2023 appear to be AOR NOT sure what it is? Another letter from IRCC indicates
This is to acknowledge receipt of your sponsorship application and to advise that your file is presently pending review by an officer. You will be contacted in the future if further information is required or as soon as the decision on your application is finalized. WHAT IS PENDING REVIEW DO I NEED WORRY? by this time the should have my BIL AND SA AND MED request but this new communication is haunting me? Why they sent me this second communication does this delay processing? any chances they return the application? I am still unclear why they send me another letter pending review by officer does anyone faced similar situation, Your help greatly appreciated. Thank you

I should clarify, I was not meaning to go to the border. I was going to contact a clearance office, like in Hlfx, and see if they would give him some form of temp or visitor status.

Just chill, they sent it on to an officer. The BIL/MED request will come soon enough. It's barely ten days since you got the first letter from them.

It doesn't work that way. He is out of status. He needs to physically leave Canada and re-enter to try to fix his status. An internal office like Halifax cannot help him or fix his status.

I would say that it's highly irresponsible to get into this state of affairs in the first place. I would first get his status right, may be to involve an immigration lawyer.

I have no knowledge of internal instructions for officers assessing the LOE in that regard, but I wouldn't be impressed by the situation you describe here... just IMO.

He can try. As said at the bottom of what you've quoted, IRCC may or may not accept this.

You can get a Police clearance from your local head police station in india. That PCC is accepted and usually take about a week to get. I can advise you more steps if that helps.
