It may be one reason for refusal. But the main reason is that she has no economic ties to return home. She is not employed, no property, no assets. Your parents financial background doesn’t not have to be considered. When you applied for her the first time did you include her need for assistance, take care of all her expenses etc? Do they have a TRV or supervisa? All visa are temporary so not really an argument.

So to be approved, she needs absolute proof to return.
Yes we did include her need for assistance mentally but other than that she does not ned any medication or equipment & took all her financial responsibility for expenses for stay or food.

yes we applied parents supervisa & her visitor around same time or may be little after them because she can't travel alone.
The fact that your parents applied for a supervisa and she applied for a TRVlikely didn’t help the application. If your parents could technically stay for years then they would keep your sister in Canada for that period of time as well. There will also be concerns that they will want to transfer her care to you which Canada would like to try and avoid because there are minimal resources for adults with intellectual disabilities and their care is costly.

So IRCC knows she needs full time care as well as financial support. IRCC is concerned she will not leave and file H&C given your parents have TRVs. Assume your parents are not in Canada and don’t have supervisas. If a supervisa they can stay in Canada for years. So they don’t have ties. Your parents ties are irrelevant to your sister. It is her ties you must prove.

She would likely qualify for disability payments which would be an expense. Are you prepared to be her 24/7 caregiver for life? Do you work? Go on vacation? Need a break to focus on your own needs or family? What if you get sick? What happens as you both age?

She is 5 years younger than me but still looks like a 15-20 year old child. If one gets sick or aged which is very natural, sickness can happen to me now when I have dependent child. That's why we have others in family to take care of each other. Me & my brother are in Canada to share the responsibility. We ararnged parents visa for same purpose as well. Did not it would backfire & will become hurdle in getting hers.
We are just humans trying to help sister as she is like my own child to me. I have dressed her, fed her & cleaned her up when she was really young like my own child.

Yes, I work & I go out. Does it really make a difference what if I had a child like her now. Would I work or go out or be 24/7 caregiver I would do anything for my child which a mother anyways do staying on maternity paternity for years. She can go out too. she does not bite. She likes fresh air too.
& if being 24/7 caregiver is an option or condition, I would do that too.

IRCC knows she needs care and will not return. The focus should be on setting up care in her home country as your parents age.

A supervisa is just a visitor visa so doesn’t guarantee a permanent move to Canada. Taking care of a child that has the body and the strength of a young adult but the mental age of a 5 year old is very different than taking care children with normal neurodevelopment who can learn independence and can be taught to be self-sufficient. You mention both you and you brother will care for her but do you both work?

If your parents are able to secure PR you can likely include her on their application. all family members will be evaluated for excessive demand placed on the healthcare system which can include social care. Think that is really your only option if you qualify but securing a spot is very competitive so would also be exploring a plan B.

Yes we both work but I have family income. My husband work too & I know how different it is for taking care of underdeveloped mind. I have experience of years in this. even grown up with this.

It is not just due to your parents supervisa. All her family is in Canada and unfortunately, she has no economic or family ties - job, assets, properties. Even if your parents didn’t have a supervisa or TRV, her chances would be very low. If you want to reapply, then try but you must address reasons for refusal with proof of her return. As for PR, you must be selected in the lottery, meet LICO for at least 3 years and parents/sister must pass the medical showing no excessive demand on health care system over the long term.
