TRV got refused.
The only way this is possible is if she can get a TRV approved. They she can try under H&C once she arrives in Canada (H&C is not guaranteed to be approved). There are no options from outside of Canada.

Where do your parents live and why can they no longer care for her?
They are looking after for her now. But my parents are getting old. Also my mother have multiple health issues with heart, diabetes & thyroid & my father also recently diagnosed with lung problem as he smoked since years. I want to keep something in hand for any emergency because I know it all takes time.

What were reasons? So H&C is not an option. If she is dependant on your parents then they care for her in their home country. if over 22, she needs to show funds, travel history, ties to home country (parents, assume she doesn’t work) and reasons to travel. If she needs assistance then she would want excellent health insurance.

If parents cannot care for her then you need a plan in place for her to be taken care of in her home country.

H&C is not an option unless she is in Canada. Even then it is not guaranteed and will take a couple of years. THere is no way to sponsor her directly.

For the H&C application, you can request a medical exemption. But again, there's no guaranteed the H&C application will be approved even if she is able to apply and requests a medical exemption.

Regardless, the first step is to get a TRV approved. She cannot apply for H&C from outside of Canada. She needs to be physically in Canada.

In the reason they said they think that she will not return back to her country. I am sure how to get Trv approved first. Once she is here we are ready to provide her with full financial support. Please advise

I meant Trv which I also thought would be the best first step. But we are stuck on it only.

yes we applied parents supervisa & her visitor around same time or may be little after them because she can't travel alone.

Yes, I know. Still doesn’t change anything especially if your parents have TRVs then she has no ties. You providing financial support is not relevant. Funds should be from your parents. You need a plan in place for care in her home country.

Parents showed good financial background. Parents were approved but she. I assume it was all ties then. What can we do differently in new application .

Most likely the issue is her lack of ties to her home country (i.e. no job, property, assets).

It may be one reason for refusal. But the main reason is that she has no economic ties to return home. She is not employed, no property, no assets. Your parents financial background doesn’t not have to be considered. When you applied for her the first time did you include her need for assistance, take care of all her expenses etc? Do they have a TRV or supervisa? All visa are temporary so not really an argument.

So to be approved, she needs absolute proof to return.
