It is a very important distinction whether it was refused or returned to you as incomplete. Sounds like incomplete, that is the usual process when just missing/incomplete forms. In which case, update as needed and resubmit.

Thank you for the response. It was returned as incomplete. so do in need to start a fresh application and submit it or i can make changes to the current application and submit it ?

You can make changes to current and re-submit. Obviously also check the instructions with the returned as incomplete letter but usually that letter is kind of vague.

And check if some forms got updated and refill those. When I redid mine which got returned, I saw 2 forms got updated so I redid those and uploaded them to replace the older ones. Got AOR and the rest since then (check sig for details).

When did you resubmit? Generally 2-3 months after the complete application is received.

I resubmitted the file on first July, but I forgot to add the rejection letter which I received from IRCC . Then I raised a web form on 30 July , in which I added all the details again, and added the rejection letter as well .

There's really nothing you can do but wait. It may be a few more weeks before you have AOR.
