Cannot find enough references for the passport application.

I still need one or more references for the passport application (depending if I find guarantor or not). Due to circumstances, I haven't made any friends in many years. I only know a few people, but I am not enough close to them, to ask for their home addresses. These are people who can confirm my identity, but they are not friends, and bussiness addresses are not accepted on the passport application. People that know me well haven't kept contact for more than 10 years.
I need to visit my family in my country, what are my options to get a Canadian passport ? What if I cannot get one ? I own an European passport.

Also related to the guarantor, suppose the person I am thinking to ask, accept this role. This is what is written in the passport application: "I acknowledge and understand that I am responsible for validating all pages of the application form and all relevant identity documents to the best of my knowledge."
It is not a security risk to make available to this person so much private information ? If I do not have a guarantor, I need even more references.

There’s nothing dictating that references must be Canadian. They just need to make sure they could pick up the phone in case Passport Canada calls to verify.

Except family members (who cannot be references), I didn't kept contact with anyone. Can be reference someone I haven't talk in more than 10 years ?
The problem is to find someone who wants to give me their home address.
