Nope. Old UCI linked, but still no biometrics. Can't explain it.UCI numbers are unique. But If you have not mentioned the old UCI in the PR application, there is no way IRCC can link it. Maybe that is the reason why they are asking to get the biometrics again by paying the fee. For new applicants UCI is automatically allocated.
There are only rough estimates tbh. And, your guess is as good as mine. Eligibility could easily be done in days, weeks or a month. Ideally, should not be more than a month.Eligibility on tracker has changed from not started to in progress today. any idea how long would it take to complete?

Still waiting for UCI update. Strike happened between April 20th and May 1st. So I guess technically my application timeline starts on May 1st
