Okay, that's not normal. One last thing to check is that both UCI and application number are entered exactly when registering for the tracker account. One way to do this is to copy and paste these directly from the body of the AOR email. I will confess that I tried typing it in first and replaced some numbers (0s) with letters the first time round. If that fails, I'm afraid you need to raise a technical request.
Are you able to see your application in ecas?

Yes, i am able to view my application using CAS.
The concerns is with creating the tracker account.
I have sent 2 webforms with no definite solution.
