I'm in a similar situation.
Permanent resident in Canada, my wife as well, eligible for Dropbox.
JAN 12 - Application mailed to embassy
JAN 13 - Mail received
JAN 19 - Status "Application received"
JAN 20 - Status "Refused"
JAN 24 - Mail "interview required - document returned"
JAN 25 - Tracking number received by mail
JAN 26 - Passports and documents received, no 221G included
Appointment for interview April 17.
Consider yourself lucky if you got an appointment today for April 4th. I don't see any more appointment before mid May at the moment.
Not sure as well why our application has been refused, only reason received by mail is "interview required".
You can only expedite interview for a bona fide medical or humanitarian emergency.

Unless that's the case for you, you will not qualify for an expedite appointment.
