Visitor Visa OR Visitor Record ??

Hi , Questions for everyone
I applied for my mother in law's Visitor Visa WITHIN Canada as she is currently in with current visa expiry June 2023,
We specifically filled up the Visitor Visa forms along with the Right fees , NOT for Visitor Record to extend her stay, CIC gave her visitor Record for 1 year till jan 2024 and request for medical , I have tried calling CIC but as usual Cannot connect to anyone, can anyone shed some light why did they do that or was it an Error on their end.

She cannot apply for a TRV within Canada. So she would receive a visitor record to remain in Canada. Once she leaves, she applies for a TRV to come to Canada.

Who can apply for a visitor visa from inside Canada
You can only apply for a visitor visa from inside Canada if you meet all of these criteria:

• already are in Canada
• hold a valid study or work permit
• want to leave and return to Canada in the near future, and
• have an existing visitor visa that’s expired, or is about to expire, or that was valid for only 1 entry

A visitor record is just to remain in Canada with legal status. Once you leave, the record is cancelled as it is no longer required. A visitor record has no bearing on a TRV. You cannot apply for a TRV from within Canada unless you have a study or work permit.
