Changing DLI outside Canada( application in process)

Hello,
I would like to know if anyone has had a similar issue and what was done.
I applied for my study visa with Canadore (fall 22 intake) in April this year but due to issue with my bank they couldn’t pay my tuition and I lost that admission.
I applied to Conestoga for winter 23 and got admission. I forwarded my new DLI LOA, tuition receipt and letter of explanation via webform in June 2022 while my application was in process before even going for my medical exams in July. I received my PPR in July but my trv expires before the end of my new program and it seems the new DLI wasn’t added to my file.
Please what can I do?
I have sent several emails and webforms and I haven’t gotten a reply.
I have booked my flight to travel this December.
Any help or advice will be appreciated.

You should have applied for a new study permit for the Contestoga program. If your study permit is for the Canadore program and you have never studied at that school, then you need a new study permit. If you never studied at Canadore in the fall was your study permit cancelled? IRCC changed the rules last year by explaining that you must actively study at the original school on your permit before changing DLIs.

No I didn’t study at Canadore, will be going to Conestoga. My study visa was not cancelled.
I received an email from CIC after my visa was approved saying my Webform request was verified but I need to contact the Nairobi office which I have been doing but they never reply.
IRCC rule says DLI can be changed if your visa application is still in progress ..

But your visa is no longer in process. Many cases on this forum where people raise a webform to change DLIs while permit is in process, and the first program is the one approved. They have had to apply for a new study permit. Hopefully you will get lucky and the office will change the DLI on your permit. If not then you apply for a new permit.

Oh I see.
An immigration consultant has asked I travel with proof of my communication with IRCC to show at the border.
I will try that and see. Fingers crossed, it all goes well.

What proof do you have that IRCC changed your DLI? You may be allowed to enter on TRV and not given a study permit at the border. Or you may be denied entry as you can’t show you are attending Canadore. CBSA is not IRCC and can’t change DLI. If denied a study permit, then reapply for one. Not sure why you don’t think your study permit is cancelled (how do you know)? Your program was supposed to start in the Fall at Canadore. IRCC may have cancelled permit the permit since you aren’t studying there.

There are several threads in the forum about cases such as yours, look them up to understand in detail what scenarios you may face.

The main issue is chances are your SP was approved for the first DLI. If that's the case, then you won't be issued a SP in Canada or will even be denied entry. As I've said, look the threads in the forum...
