Chances of a second application going faster are low. Processing times are what they are, regardless of the amount of applications you have done before.

It means your application was approved but your Visa stamping could still be refused for reasons such as your passport being damaged or altered. The best thing to do is to submit your passport as soon as possible for stamping.

If I remember correctly, once you start the process, you have to declare if you are doing the request on behalf of somebody else and they have a form that your sister has to fill out, print and manually sign. Then, you upload the form.
