Immigration was in Toronto. She definitely went through immigration. It's impossible to enter Canada without going through immigration. The study permit should have been issued in Toronto if she had followed proper processes.
Okk maybe its her mistake but what she can do right now? Did you see any case like this before ?

I came to Toronto from India last year. When I landed in Toronto, I was automatically guided by CBSA (Canadian Border Security) officers to the Immigration and later Customs line. I wonder why you friend wasn't sent here. And if she was, I find it strange she did not ask for her study permit.

Forgive my ignorance, but how did your friend leave the airport without going through customs and immigration? I assume everyone knows that. Or did the Borders and Security officer not question your friend?
She didn't leave the airport .....she has stay there for 2 hours as she was going to Winnipeg .......
Sorry for my poor English as it is not my first language

I see. Thank you for explaining that. I missed that point, that she travelled to Winnipeg.

As for hiring an immigration lawyer, it is necessary even it costs money, as mentioned earlier by others. The TRV (Temporary resident visa) is something that is stamped in the passport before you leave the country. Your friend would've submitted her passport to the Canadian High Commission or Consulate in India and would've got her passport back with the visa in it. This is necessary to enter Canada.

The study permit is different. She would've submitted an application online from India and her application would've been approved, which is why she applied for TRV. This permit is issued at the border through the immigration office. Since she didn't get it and entered the country, her purpose of entering Canada can be questioned. That's why hiring an immigration lawyer to get this rectified is important.

Moderators...? Forum!
The moderators of this forum are Cohen Immigration Law. Their link is on the bottom. I find it very strange that she entered and went through immigration and at no point was asked why she was entering. She would have presented her permit with school registration/fees etc. So what questions was she asked? Unfortunately, she can not start her studies (or work 20 hours a week if mentioned on her permit) until she has a study permit. Wonder if she has any status in Canada right now if CBSA at Emerson said they could deport her.

There must be communication issues, i think she was cleared by the CBSA, referred to Immigration counter but may be she waited and exit to connect her flight.

She was not guided by anyone that's why this happened maybe there was no other student in the flight at that time ... If there was students nd she followed them , she had definitely go for immigration clearance but she is like a visitor there now.

CDN officer .. Study visa.....btw he is so tensed right now if its possible can you give me ur id or something so he can talk with you himself as he is so worried please its a kind request
Impossible, that must be USCBP. Usually when you flagpole, on your first exit you meet USCBP they issue you with administrative refusal and refer back to CBSA (Canada side). I guess US border official told her if she is refused and go back, she will deport her, which is true as she doesnt have Visa to State. Ask your friend to Call CBSA line explain situation and go to the border with Authorization letter. She will be guided.

OOh okey, then she has to be at point of entry to be issued Study permit. It is requirement to be physically present for initial permit

Agree but confused with story. If presented at US border, person would have been redirected back to CBSA. So would have had to go back through Canadian border.

From one of the posts …He went to US border for pol flag but the officer said "U can go but u came to me after returning canada so..... I can deport you ..go at your own risk"
