At Toronto the immigration officer refuse to give me my study permit but allowed me to go in
he said I should take a vacation or something and come back in the 2 months that I came in too early since school is starting September mind you my visa was issued last year december I came in March and I already had my letter of introduction from IRCC and paid my tuition deposit
Now I cant get a SIN or do anything how do I even get the study permit??

You came to early. You should have come in August.
You don't need a SIN right now since you cannot start working until you begin your classes in September. All you can do is visit right now.
What are you planning on doing between now and September?
When does your program start? If not until September then you don’t need a SIN until then. You don’t need your study permit until just before program starts. You need to live off of your savings until then.
You can stay in Canada but you cannot get your study permit until August. You cannot work until your studies begin anyways. Or you return home and re-enter in August.
