But if according to consultant my marks in 12th standard maths is 54 which are a bit less (I agree visas have arrived for even lowest of grades students) So acc. To my consultant I have to change the program to the one which is not so much linked with maths so that my visa doesn't gets refused for the same reason again. I am also worried about that intentions point as vo will see previously what was my profile and now what is it. But if that's the only option what can I do
You should wait for your GCMS notes to arrive. There’s no need to hurry, trust me. I have been there. Try to do your own research. Do not completely rely on your consultant. It’s clear as daylight that they do not care. Low academics might have been the reason for the refusal but to get the actual grounds on what the VO refused your application, you need the GCMS notes. Otherwise you will just be wasting your time and resources. There’s nothing that can’t be justified and low academics do not define your future. Changing programs have worked for people before but you should try sticking to your initial program of choice even after 2-3 refusals. You do not want to look desperate and a spineless person to the authority. The most important point you should keep in mind is that it’s all a matter of luck as well. It’s a test of your persistence . Nonetheless, if I were you, I’d stick to my program, order the GCMS notes and justify my reasonings in a solid manner to the VO. Stand your ground and if you have valid and legitimate points, you will eventually get your study permit. Godspeed.

OP has not said what the refusal is, even if generic. OP was refused the first time for a computer technician diploma but is now considering changing to Office administration executive or general arts and science. OP is changing to these general programs on advice from an agent. Why? OP hasn’t stated reason for first refusal. Maybe GCMS notes will state more.
I have ordered Caips notes just today by paying CAD 120 according to consultant reason behind my refusal is the low marks in maths i.e. 54 according to him visa officers currently looking for the small to smallest of reason for which they can refuse the visa for study permit because they have millions of pending files and sometimes there target of providing visa gets completed so they can't provide any more visas if they are seeing even any single point to refuse the visa file of someone.
Consultant this time has chosen two programs Office administration executive and general arts and science as the second preference like same for 2 colleges Mohawk College, Hamilton, Ontario and St. Lawrence College, Kingston, Ontario. Now I have researched the consultant I've chosen are the SOP experts and the gcms notes will take time offcourse...how much nobody knows. But please tell as I don't want to waste time anymore and also do not want to leave 0.1% chance in my whole visa file and profile so that I don't face difficulty this time to get the visa for Jan Intake 2023. But if Caips notes doesn't arrives till the time I've to pay the fees too for college and prepare my file asap to lodge the visa again by the start of sept. Max. What are your suggestions please reply!!!!
I don’t trust your agent. You could order your own GCMS notes for $30-40. Ask the agent for the refusal letter and read it yourself. Don’t rely on him telling you. Changing programs to totally different fields from computers to office administration or general arts is not a good idea. You have more job opportunities (I assume) in your home country for computer technician than office clerk or general arts (whatever that is).

Agent red alert... if you know a Canadian resident, they could request on your behalf your GCMS notes for CAD 5. If you don't know a Canadian resident, there are online services that charge around CAD 20.

If your agent charged you CAD 120 to get the GCMS notes, it looks like your agent is only looking to squeeze money out of you. You should consider changing agents or doing the process by yourself (which is completely possible).

Your agent is misleading you or making money out of you...

Most people don't know this but under the latest changes, anyone (yes, even those outside of Canada) can request personal information of them held by any Canadian govt. agency under the Privacy Act directly. Read:

I requested GCMS notes almost 7 months ago and they took around 60 days to arrive. Currently, I don't know how long they are taking...
